Project: FFECL (Flora Fauna Env. Conserv. Ltd.)

Baseline Objectives - 90-Day Plan

A women-led community development and ecological restoration initiative based primarily in Walukuba East and the wider Jinja District area of Eastern Uganda, founded and led by Evelyn Namuwolo through FFECL.

The project brings together regenerative agriculture, zero-waste farming, smallholder farmer training, women-led cooperative enterprise, early childhood support, nutrition, ecological restoration and transparent project control. Working in a peri-urban setting where urban pressure, informal settlement, farmland, waste-management challenges and rural livelihoods meet, P371 aims to help women, youth, caregivers, children and smallholder households build more secure food systems and more resilient livelihoods.

Historical evidence also links the initiative to TTGD EcoSociety Uganda - Jinja and to wider Eastern Uganda replication potential, while the current Project Info record should treat Jinja/Walukuba East as the primary scope unless wider districts are confirmed. The project is now moving from early grassroots and pilot activity into a more structured phase that needs stronger planning, funding, partnerships, governance and reporting to grow reliably and sustainably.

Overall: Executive Summary

A practical 90-day mobilisation plan for FFECL to move from committed grassroots activity into a clearer, fundable and reportable operating phase. The plan focuses on confirming the baseline, organising the women-led delivery team, starting simple reporting, strengthening farming and childcare activity, and preparing the project for the next funding step.

[+] Purpose

Create a clear, trusted operating rhythm for the next phase of FFECL:

  • confirm the active people, places, activities and priorities
  • set up simple records, reporting and safeguarding basics
  • mobilise training, cultivation, childcare/learning and environmental activity
  • prepare a practical funding and partnership case

The purpose is to make FFECL easier to support, easier to govern and easier to evidence without taking ownership away from the local team.

[+] What “Success” Looks Like (by Day 90)

By Day 90, success means FFECL has a practical baseline and a working delivery rhythm:

  • active participants, team roles, site details and priority activities are confirmed
  • basic PHC-style reporting is running with attendance, photos, actions, risks and decisions
  • the first training / cultivation / environmental activities are organised into a visible delivery plan
  • childcare or early learning support has a defined pilot pathway
  • equipment, workspace, transport and funding needs are costed at starter level
  • the project is ready to approach funders and partners with a coherent 90-day evidence base
Phase 1: Days 1–30 (Stabilise & Baseline)

Phase 1 is about establishing control of the current position: what is active, who is involved, what assets exist, what the immediate risks are, and what the first priorities should be. The aim is not paperwork for its own sake; it is to give Evelyn and the FFECL team a simple baseline that everyone can trust.

[+] Objectives

Confirm the real starting point for the FFECL project in Jinja / Walukuba East.

Separate confirmed facts from historical, draft or wider-network material.

Set a light governance rhythm that supports delivery rather than slowing it down.

[+] Actions

  • Confirm identity and scope: agree the project name to use publicly, lead contact, registration status, primary site, and whether wider districts are active or expansion context.
  • Participant and team baseline: confirm active women, youth, caregivers, households, farmers, team roles and volunteers.
  • Activity baseline: list what is already happening: farming, training, meetings, tree planting, climate sensitisation, childcare planning and value-addition work.
  • Asset and gap check: record available phones, tools, pumps, solar, meeting space, transport access, records, and missing equipment.
  • Reporting starter pack: agree simple templates for attendance, photos, weekly actions, risks, decisions, expenses and beneficiary stories.
  • Safeguarding starter action: appoint a named safeguarding lead and agree basic rules for activities involving children, women and household data.

[+] Deliverables by Day 30

  • Project Baseline Note v1: confirmed identity, contact, location, people, services, assets, gaps and immediate risks.
  • 90-Day Priority List: top actions for farming, childcare/learning, value addition, reporting, equipment and funding.
  • Simple Governance Set: weekly check-in rhythm, action tracker, decision log, risk list and reporting folder structure.
  • Safeguarding Named Lead: named person and first-page safeguarding rules for children, women, records and project photos.

[+] Measures

  • Confirmed project lead, contact details, primary site and operating scope recorded.
  • Active participant list started, with consent/data-handling gap noted.
  • Weekly check-in rhythm running.
  • At least one baseline evidence pack created: attendance, photos, site/activity notes and priority risks.
Phase 2: Days 31–60 (Align & Standardise)

Phase 2 turns the baseline into practical mobilisation. The focus is to organise the first visible delivery cycle: training, cultivation, environmental action, childcare/learning planning, and a starter resource plan that can support funding conversations.

[+] Objectives

Move from broad intention into practical delivery groups and named actions.

Build a starter project offer that FFECL can explain to funders, partners and local participants.

[+] Actions

  • Run first delivery planning session: agree the next farming, training, childcare/learning and environmental activities.
  • Set up working groups: farming/training, childcare/learning, records/reporting, equipment/logistics, and partnerships/funding.
  • Create starter budget: cost the essentials: seeds/seedlings, tools, irrigation, transport, workspace, laptop/printer, childcare materials, training and reporting.
  • Training plan: schedule practical sessions in agroecology, composting/vermicomposting, safe data handling, safeguarding and simple reporting.
  • Partner map: identify local government, schools, extension officers, buyers, NGOs, training partners and funders to approach.
  • Evidence routine: collect photos, attendance, activity notes, receipts where available, decisions, risks and short field stories.

[+] Deliverables by Day 60

  • Delivery Plan v1: next 30-60 days of activities, owners, dates and evidence required.
  • Starter Budget v1: essential cost categories and first funding target.
  • Working Group Map: named leads and responsibilities for farming, childcare, reporting, logistics and partnerships.
  • Partner / Funder Contact List: priority contacts and next action for each.
  • Evidence Pack v2: baseline plus first mobilisation activity records.

[+] Measures

  • At least three working groups have named leads and next actions.
  • Starter budget is drafted and ready for review.
  • At least one practical training or mobilisation activity is evidenced.
  • Priority partner/funder list exists with named follow-up actions.
Phase 3: Days 61–90 (Embed & Improve)

Phase 3 embeds the operating rhythm and turns the first 60 days of activity into a credible funding and delivery case. By the end of the phase, FFECL should have a clear 90-day evidence trail, a costed next-step request, and a stronger basis for donor, partner and community confidence.

[+] Objectives

Convert early mobilisation into a repeatable delivery and reporting rhythm.

Prepare the project for immediate funding, partnership and scale-up conversations without overstating unverified claims.

[+] Actions

  • Review first cycle: identify what worked, what stalled, what risks increased, and what support is most urgent.
  • Finalise funding case: prepare a clear request around tools, irrigation, training, workspace equipment, childcare/learning support, transport, processing/storage and reporting.
  • Improve governance: tighten action tracker, decision log, risk list, receipt records and photo/attendance evidence.
  • Publishable proof: prepare simple monthly proof: numbers helped, activities delivered, photos, short story, risks, needs and next steps.
  • Partner outreach: make first approaches to local authority, schools, extension services, training partners, buyers and funders.
  • Next 6-month plan: convert the learning into a realistic 6-month implementation plan.

[+] Deliverables by Day 90

  • 90-Day Evidence Pack: baseline, activity records, attendance, photos, risks, decisions and short field notes.
  • Funding Request v1: costed starter request with clear categories and expected benefits.
  • Partner Outreach Tracker: contacts, conversations, asks, commitments and next actions.
  • Simple Monthly Report Format: reusable format for activity, finance, risks, evidence and next steps.
  • 6-Month Implementation Outline: practical next phase based on what was learned.

[+] Measures

  • 90-day evidence pack complete enough for funder/partner review.
  • Funding request and starter budget reviewed by project lead and team.
  • At least five priority partner/funder contacts approached or prepared for approach.
  • Monthly reporting format in use and owned by the local team.
  • Next 6-month plan drafted with realistic actions, owners and resource needs.
