The project should proceed through a PHC-led setup phase followed by full deployment and continuation. Order Efficiency Ltd provides the PHC Service and supports the project through governance design, baseline assessment, operational monitoring, reporting structures, risk controls, stakeholder engagement methods, training, and review. Its role is to help establish a practical operating discipline, not to replace Lakel's accountability for its mining operation.
Stakeholder Model
The stakeholder model includes Lakel Group leadership, the named Lakel subsidiaries, Order Efficiency Ltd, PHC consultants, investors and funding bodies, Nigerian regulatory authorities, international sustainable-development partners, local communities in Nasarawa, Oyo, and Kwara States, technical providers, environmental specialists, and field or logistics teams. Each group needs a clear role, defined information needs, and a reliable route for issues, evidence, and decisions.
Principles
The project should be governed by transparency, evidence, accountability, environmental responsibility, community respect, investor confidence, regulatory compliance, and realistic reporting.
