Manifesto Title
Bunyole Institute — Better Learning, Shared Responsibility
Purpose
Improve the conditions in which children learn at Bunyole Institute and build a practical model of Community Assurance that other schools can use. Bring school leadership, families, delivery partners and sponsors together around clear priorities, shared responsibilities and visible progress.
Problem
Bunyole Institute provides education in poor facilities. Its children and teachers deserve learning spaces that support their efforts. Lasting improvement requires more than a building: it needs a clear understanding of school needs, capable local delivery, sustainable running costs and confidence that resources reach their intended purpose.
Approach
Start with the school and its community. Establish pupil needs, teaching priorities, site conditions and available resources. Apply PHC Service for an initial six months to organise action, record spending and demonstrate progress. Compare practical building options and plan a phased transition that protects learning. Use the month-three review to define the next funding requirement and decide the way forward.
Success
Success means better learning conditions, continuity of teaching and a school improvement programme the community can sustain. By the end of the initial six months, establish a working assurance process, evidence of completed actions and a clear investment plan for the next stage. Capture the lessons in a template that supports both existing schools and new school projects.
PHC Role
PHC Service makes Community Assurance part of everyday delivery. It connects priorities, responsibilities, activities, costs and evidence so the school and its supporters can see what is happening and make informed decisions. Monthly reviews expose obstacles early and provide a clear basis to continue, change direction or stop an approach that is not working.
Order Efficiency Role
Order Efficiency's role is to support PHC implementation through practical structure, tools and guidance. Help the team turn priorities into manageable actions, maintain useful records and produce clear reporting. Build local capability and refine the school assurance template through the experience of delivery at Bunyole Institute.
Stakeholder Model
School leadership leads the improvement programme. Pupils, families and staff shape priorities and provide feedback. The local delivery team carries out agreed actions and maintains records. PHC and Order Efficiency support coordination, assurance and learning. Technical specialists advise on design, safety and construction. Sponsors fund agreed work and review progress, costs and decisions. Each participant has a clear role and a way to raise concerns.
Principles
Children's learning, safety and dignity come first.
Local leadership and community participation guide decisions.
Every action has a clear purpose and responsible owner.
Spending is authorised, traceable and linked to delivery.
Evidence and open reporting guide funding decisions.
Buildings and systems must be affordable to operate and maintain.
Problems are addressed early; ineffective approaches are changed or stopped.
Lessons are documented so other schools can adapt and improve the model.
Closing Statement
Build the foundations for a better school: listen to the community, organise the work, account for resources and invest against evidence. Support the initial six months of PHC Service to turn Bunyole Institute's needs into practical action and a clear case for the next stage. Make Bunyole a school that serves its children well and an example others can build on.
