P1 PHCC is the central Project Health Control project supporting the development, maintenance, promotion and delivery of the PHC Service through the PHC Consortium.
The project provides the strategic and operational foundation for introducing PHC Service to commercial organisations managing major projects, programmes and investment portfolios. It brings together the methods, systems, people, evidence, training, communications and delivery arrangements required to establish PHC as a practical project assurance capability.
The primary proposition is the application of PHC Service to major commercial projects. Where a company is not yet ready to adopt PHC directly across its core portfolio, it may first commission a controlled pilot using a selected project from its CSR, ESG, sustainability or social-impact expenditure. This gives the company an opportunity to test the service, assess its value and experience the PHC approach before considering wider adoption.
P1 PHCC therefore acts as the central project through which PHC Service is developed, demonstrated, governed and progressively introduced into commercial organisations.
Objectives
The objectives of P1 PHCC are to:
establish PHC Service as a credible and practical assurance capability for major commercial projects and programmes;
develop and maintain the methods, systems, tools, standards and supporting materials required for effective PHC delivery;
identify and approach a focused group of suitable commercial organisations;
communicate the PHC proposition clearly to company boards, executives, project leaders and assurance functions;
offer selected CSR, ESG or social-impact projects as controlled pilot environments where companies wish to test PHC before wider adoption;
demonstrate how PHC improves visibility of project health, governance, concerns, responsibilities, actions, evidence and outcomes;
convert successful pilot engagements into PHC adoption across major projects, programmes or investment portfolios;
develop a capable network of PHC consultants, contributors and delivery partners;
collect credible evidence of PHC value through reviews, pilots, case studies and continuing engagements;
protect the consistency, integrity and long-term development of the PHC Service;
create a commercially sustainable model capable of supporting continued improvement and wider deployment.
Background
PHC Service has been developed as a structured approach to improving project visibility, accountability and assurance. It enables the people involved in or affected by a project to record and examine concerns, actions, responsibilities, events, deliverables, locations, evidence and progress within a common project environment.
Earlier PHC development included substantial engagement with humanitarian and community projects directly. While this work helped reveal the need for stronger governance and evidence within socially beneficial projects, direct engagement with such organisations often depended on limited budgets, uncertain funding and insufficient capacity to sustain a full assurance service.
The commercial strategy has therefore been changed.
PHC Service will now be promoted primarily to commercial organisations as an assurance capability for their major projects. Humanitarian and community projects may still benefit from PHC, but principally where they form part of a company-funded CSR, ESG, sustainability or social-impact portfolio.
This creates a more sustainable model. The company becomes the client, selects the project and funds the PHC engagement. The selected social-impact project can provide a controlled and meaningful environment in which the company tests PHC Service without initially introducing it into a commercially sensitive major programme.
The purpose of the pilot is not merely to improve the selected CSR project. It is also to demonstrate the wider relevance of PHC to the companyβs own major projects, where improved visibility, evidence, governance and early concern identification may create significantly greater value.
P1 PHCC has been refreshed to organise and support this new direction.
Impact Summary
P1 PHCC is intended to create a practical route through which commercial organisations can evaluate and adopt PHC Service with limited initial risk.
For companies, the project will provide a clearer way to understand the true health of major projects, identify emerging concerns earlier, strengthen accountability, improve the quality of evidence and connect project activity more visibly to intended outcomes.
For company-funded CSR, ESG and social-impact projects, PHC can provide stronger oversight, clearer responsibilities, better evidence of progress and a more structured relationship between the funding organisation and the people delivering or experiencing the project.
For major commercial projects, successful PHC demonstrations can lead to wider application across capital investment, infrastructure, transformation, technology, operational improvement and other complex programmes.
For the PHC Consortium, P1 PHCC will create the central structure required to develop the service, maintain delivery standards, train consultants, generate evidence, manage commercial promotion and support continuing adoption.
The intended long-term impact is a commercially sustainable assurance service that helps organisations obtain greater value, transparency and confidence from both their major project investments and their social-impact expenditure.
