Project: Safe Voice BCF

P507_Safe_Voice_BCF is an organisation-specific pilot project under the central P505 Safe Voice Programme. It is designed to support Boby’s Charity Foundation in presenting, strengthening, funding and governing its whole community development offering, including education, healthcare, economic empowerment, youth development, nutrition support, hygiene improvement and structured support for children, young people, families and underserved communities. Boby’s Charity Foundation is a nonprofit organisation with a public presence in Lagos, Nigeria and Cape Verde. Its stated mission is to break the cycle of poverty by empowering individuals and communities to create a better future for themselves. The foundation’s work is organised around practical charitable and development activity, including education for empowerment, healthcare for well-being, economic empowerment for independence, and the grooming of young footballers through coaching, education and personal development. Within this pilot, Safe Voice is not treated as a replacement for BCF’s existing identity. Instead, it provides a PHC governance, evidence and funding-readiness framework around BCF’s full organisational mission. The project will help BCF describe its activities clearly, organise its work into fundable project elements, capture Concerns, define Actions, identify People and partners, track Deliverables, record evidence, clarify priority needs and present progress through PHC Port. The project will initially give particular attention to BCF’s “Go Back to School” initiative, because it already provides a strong programme anchor. This initiative supports underserved young learners through educational materials, after-school learning support, hygiene promotion, nutrition support and wider community engagement. However, P507 is not limited to education. It is intended to support the whole foundation offering, including health, welfare, empowerment and youth development. The Safe Voice element of the pilot will help BCF develop safer and more structured ways to hear from beneficiaries, families, volunteers, teachers, community members and local partners. This may include beneficiary feedback, community need capture, safeguarding-related concern identification, education access concerns, family hardship evidence, and structured reporting of practical barriers affecting children and young people. P507_Safe_Voice_BCF therefore functions as both a support project for Boby’s Charity Foundation and an early test case for the wider Safe Voice model. It will show how a community-rooted organisation working across more than one country can use PHC Port to become clearer, more fundable, more accountable and better equipped to demonstrate social impact.

The first objective of P507_Safe_Voice_BCF is to create a clear PHC Port project structure for Boby’s Charity Foundation, allowing its full organisational offer to be presented in a funder-ready and partner-ready format. This includes education, healthcare, nutrition, hygiene, economic empowerment, youth development, football coaching, personal development and wider community support. The second objective is to organise BCF’s existing and intended work into structured PHC records, including Concerns, Actions, People, Events and Deliverables. This will help convert broad charitable activity into a controlled programme that can be reviewed, monitored, funded, reported and improved. The third objective is to strengthen BCF’s funding position by producing clear project narratives, evidence summaries, delivery priorities, budget logic, fund prospecting material and impact statements. The project should make it easier for donors, grant providers, sponsors, supporters, corporate partners and community stakeholders to understand what BCF does, why it matters, where support is needed, and how progress can be evidenced. The fourth objective is to support BCF’s “Go Back to School” initiative as a practical early focus within the wider pilot. This includes helping to structure education support, after-school learning, learning materials, hygiene support, nutrition support, youth empowerment, community engagement and future educational development into a coherent and fundable programme. The fifth objective is to develop the Safe Voice aspect of BCF’s work in a careful and proportionate way. This may include community listening, child and family need capture, feedback from teachers or volunteers, safeguarding-related concern capture, poverty barrier reporting, and responsible handling of beneficiary stories. The aim is to help vulnerable people be heard without turning private hardship into uncontrolled publicity. The sixth objective is to define BCF’s distribution areas using location tags rather than forcing the project identity to be region-based. Because P507 is organisation-coded, BCF’s work can be mapped across Lagos, Cape Verde and any future operating areas while keeping the project identity stable. The wider objective is to create a replicable pilot model that can inform later Safe Voice organisation projects. If P507 is structured well, it can demonstrate how a grassroots development organisation with cross-border activity can move toward stronger evidence, clearer governance, better funding readiness and more disciplined growth.

However, the same grassroots strength can also create a funding and governance challenge. Charitable activity may be real and valuable, but funders need more than compassionate language. They need evidence, structured priorities, clear plans, defined roles, realistic budgets, risk awareness, safeguarding controls, progress tracking and credible reporting. Where an organisation operates across more than one country, this need for structure becomes even more important. P507_Safe_Voice_BCF has been created to help close that gap. The project will use the PHC Service approach to structure BCF’s whole offering into a clear, fundable and governable project format. It will not reduce BCF to one activity or one region. Instead, it will help present BCF’s full mission while giving particular early structure to the education and child support work already visible through the “Go Back to School” project. The project also sits within the wider P505 Safe Voice Programme because BCF’s work touches children, young people, families and communities whose practical difficulties may otherwise remain under-recorded or unheard. Safe Voice can help BCF capture needs, concerns, feedback and evidence responsibly, while PHC Port provides the framework for turning those inputs into Concerns, Actions, Deliverables and funding-ready reports. At the start of the pilot, an important development need is evidence discipline. BCF’s public-facing material provides useful mission and activity statements, but the project should help consolidate verified records of reach, locations, beneficiaries, partners, costs, activities and outcomes. This will allow BCF to present itself with confidence while remaining honest about what is already evidenced, what is in progress and what requires funding.

P507_Safe_Voice_BCF is intended to increase the practical, organisational and funding impact of Boby’s Charity Foundation. For BCF, the project will create a clearer structure for presenting its mission, programmes, activities, needs, priorities and development pathway. It will help the foundation bring together education, healthcare, economic empowerment, youth development, hygiene, nutrition and community support into a more coherent project framework. This should make BCF more credible to donors, sponsors, grant providers, corporate partners, volunteers and community stakeholders. For beneficiaries, the intended impact is better organised support for children, young people, families and underserved communities. This may include improved access to educational materials, after-school support, hygiene initiatives, nutrition support, youth empowerment, healthcare-related support, economic empowerment and personal development opportunities. Through the Safe Voice element, beneficiaries and community members may also gain safer routes to express needs, concerns, feedback and lived experience. For funders and partners, the project will create a more reliable way to understand and support BCF. Instead of relying only on general charitable appeal, supporters will be able to review structured project narratives, mapped distribution areas, Concern records, Action plans, Deliverables, People records, evidence notes and progress reporting. This should increase confidence that support can be directed toward specific needs and monitored responsibly. For the wider Safe Voice Programme, P507 will act as an important early organisation-coded pilot. It will test how PHC Port can support a grassroots organisation with activity across Nigeria and Cape Verde, and how a broad mission can be converted into fundable project material without losing its local character. The long-term impact aim is for BCF to become clearer, stronger, better evidenced and more fundable, while continuing to serve its own mission. The project should help BCF protect its compassion from becoming scattered, and protect its ambition from outrunning its governance. The goal is not simply to make BCF look more professional, but to help it become more effective, accountable, trusted and sustainable as it grows.
