Project: NOAB Schools

Project Information

Description

This project will act as an oversight and programme-design wrapper for a school digital operations improvement initiative inspired by NOAB Solutions' service to Nigerian secondary schools.

The project will not position PHC as supervising NOAB as an organisation. Instead, PHC's role will be to frame, coordinate, and assure a larger education-improvement programme in which school-management technology is one delivery mechanism. The programme will examine how participating schools can move from paper-based administration to a more transparent digital operating model covering attendance, academic results, school fees, parent communication, branded document generation, and leadership reporting. Early work will confirm the school cohort, establish decision-making and reporting arrangements, define data protection and consent expectations, agree baseline measures, and map which functions should be treated as core programme benefits.

NOAB's website indicates that the platform is designed for Nigerian realities: offline attendance capture, parent PIN access, SMS alerts, support for cash, transfer and card payments, WAEC/NECO grading, and setup through bulk Excel import. These features give the programme a practical starting point, while PHC's oversight should test adoption quality, process change, data quality, parent experience, and whether school leaders can use the information to make better decisions. Individual implementation activities can then be opened as smaller projects beneath this programme, allowing the main project to remain focused on governance, assurance, benefits, and strategic alignment.

Objectives

  1. Define a programme-level oversight model for improving school operations through digitisation, with NOAB Solutions considered as a relevant delivery participant rather than the sole purpose of the project.
  2. Establish a clear governance and assurance framework covering participating schools, implementation readiness, stakeholder roles, data protection, safeguarding considerations, school leadership ownership, and parent communication.
  3. Identify a first cohort or pilot group of schools where attendance, results processing, fee tracking, document generation, and parent visibility can be baselined and monitored.
  4. Translate NOAB's stated capabilities into measurable programme outcomes, including reduced manual administration, faster result production, better attendance visibility, clearer fee balances, more timely parent updates, and improved management reporting.
  5. Create a repeatable route for smaller linked projects, such as individual school onboarding, parent engagement, bursar process redesign, document standardisation, analytics reporting, or multi-branch governance.
  6. Confirm the relationship model with NOAB, including the role of Martin Agbodike as a business-development contact, escalation channels, onboarding support, pricing assumptions, data responsibilities, and evidence required before any wider roll-out.

Background

NOAB Solutions is a Nigerian school-management software provider based in Port Harcourt, Rivers State. Its website positions the organisation as a practical response to the large number of Nigerian secondary schools still relying on paper records for attendance, fee ledgers, results, student records, and parent communication.

The product is described as built specifically for Nigerian secondary schools, with an offline-ready, mobile-friendly platform that can work where internet reliability, device access, and power availability are real operating constraints. NOAB's service offer includes offline attendance, WAEC/NECO grading, fee tracking, SMS alerts, a parent portal, document generation, Excel bulk import, analytics dashboards, and multi-branch support.

The implementation model is presented as fast and low-friction: schools can subscribe, import student and parent data, add staff and roles, and go live quickly, with no setup cost. The wider opportunity for PHC is not simply to reproduce NOAB's software offer, but to create a programme-level oversight project around school digitisation, adoption assurance, data governance, and measurable improvement in school operations.

Martin Agbodike, recently identified as a part-time business development manager at NOAB, can act as an initial relationship route while the project remains framed around programme outcomes rather than supplier management.

Impact Summary

The intended impact is a structured pathway for schools to reduce paper dependency, improve operational reliability, and make key information visible to the right people at the right time. If successful, the programme should help school leaders monitor attendance, academic performance, fee collection, outstanding balances, parent communication, and document production with less manual effort and better auditability.

Parents should receive clearer and faster updates on absence, fees, and results, while teachers, bursars, principals, and proprietors should spend less time reconciling fragmented records. At programme level, PHC should gain a scalable oversight model that can support multiple school deployments without turning each operational issue into a separate strategic project.

The work also creates a governance lens for data protection, supplier reliance, implementation quality, school readiness, and measurable benefits, giving PHC a stronger basis for deciding whether and how the approach should expand beyond an initial cohort.
