Intergenerational Living Development is a PHC-serviced project to investigate, develop and demonstrate a repeatable model for high-quality, affordable intergenerational housing. The concept begins with the possibility of two or more related households living within a deliberately designed residential environment that provides both genuine independence and selected shared facilities. An initial architectural concept uses an H-shaped arrangement, with separate residential wings for different generations connected by shared living space and opening towards common outdoor facilities. This is an initial design hypothesis rather than a prescribed solution. The wider project will examine how architecture, land use, shared infrastructure, financing, ownership, legal structures and community arrangements could combine to provide younger households with secure and attractive homes while enabling older generations to contribute capital and remain independent, involved and supported. The intention is to develop more than a single family home. The project will investigate whether the principles can be turned into a repeatable development model capable of supporting individual family projects, multi-family communities and larger developments in the UK and internationally. PHC Service will maintain the project evidence base, Concerns, Actions, decisions, specialist inputs, lessons learned and readiness information. Architects, planners, lawyers, financial advisers, developers, engineers and other disciplines will remain independent specialist services contributing to the project as required.
📄 The Story of PHCThis proposal offers the Project Health Control (PHC) Service for Project 519, Intergenerational Living Development.
The project is not yet a settled development scheme. Sponsorship, governance, site, planning route, tenure model, operating model, funding and cost baseline are not yet established. That is why PHC is useful now: it provides a disciplined way to hold early assumptions, Concerns, Actions, People, Events, Deliverables and evidence together before decisions harden.
PHC will help the project move from concept enthusiasm to controlled feasibility, so leadership can see what is known, what remains unproven, what needs specialist input and what decision should be made next.
The Intergenerational Living Development project is intended to test a housing model that supports younger and older generations in a more practical way than conventional separate housing or informal multi-generational living. The project should explore privacy, independence, shared facilities, affordability, ownership, funding, planning, safety, long-term maintenance and operational responsibility.
At this stage, the project should not be presented as a finished scheme. PHC is proposed as the control method for shaping the feasibility work, making unresolved issues visible and producing evidence suitable for a later business case, funding discussion or responsible stop/redesign decision.
The proposal covers the PHC Service only. It does not provide architectural certification, planning approval, legal advice, funding guarantees, land acquisition, construction delivery or housing management services.
The precise parties will be confirmed during mobilisation, but the PHC Service is expected to operate across the following early interfaces:
The project will be supported through the standard three-phase Project Health Control deployment model. Each phase is designed to increase clarity, reduce premature commitment and build a maintained evidence base for responsible feasibility decisions.
The operating principle is that PHC should make Project 519 easier to govern, easier to explain and harder to drift into unevidenced commitments.
Timeline: 1 week
Focus: Confirm whether Project 519 has enough clarity, sponsorship and information access to justify structured feasibility mobilisation.
Activities:
Timeline: 2 months
Focus: Put the PHC operating structure in place so the intergenerational living concept can be tested, tracked and reported consistently.
Activities:
Timeline: 3 months, renewable by agreement
Focus: Maintain project-health visibility as feasibility work develops across design, affordability, legal, planning, stakeholder and operating-model questions.
Activities:
The expected outcomes of applying the PHC Service to Project 519 include:
