Project: Geo-engineering and Public Trust

This proposal offers the Project Health Control (PHC) Service for the Geo-engineering and Public Trust project.

The immediate purpose is to help the group move from energetic discussion into structured progress. The group is already generating concerns, actions, flyers, petitions, legal questions, legislative ideas, fundraising materials, atmospheric testing work, aircraft observation data and international outreach. Without a maintained structure, this activity can easily become scattered across meetings, chat groups, email threads, websites, social media posts and individual memory.

PHC provides a disciplined way to hold that work together. It can maintain a live evidence base for Concerns, Locations, Actions, Milestones, People, Events and Deliverables, while also producing reports, seed narratives, proposals and downloadable data packs that make the work easier to understand and fund.

The proposed arrangement is deliberately modest at the start. PHC Service can be offered free or at humanitarian rates for an initial period, with full disclosure that continuing paid support should ideally be funded from donations or sponsorship received by the group. In parallel, group members are invited to help identify commercial leads for PHC Service, so that full-rate contracts elsewhere can help sustain the humanitarian work.

The Geo-engineering and Public Trust project is intended to support public understanding, evidence handling and accountable action around geoengineering, contrails, aircraft emissions, reported atmospheric contamination and related civil-liberties issues.

The project does not require PHC to make scientific or legal findings on behalf of the group. Instead, PHC supports the structure around the work: capturing concerns, separating observation from interpretation, turning transcripts into CLAMPED entities, generating seed narratives, identifying deliverables, tracking actions, preparing reports and helping the group explain its work clearly.

The proposal covers PHC Service support only. It does not include legal representation, scientific testing, campaign management, public relations, aircraft tracking services, or direct operation of external campaign platforms. These may remain with the group, its advisers, volunteers, lawyers, scientists or future delivery partners.

The precise parties would be confirmed during mobilisation, but the PHC Service is expected to interface with the following groups:

• Project Sponsor / Coordinating Contact - responsible for confirming the immediate purpose, access to source material and priorities for PHC support.
• GeoFight / Action Group Members - providing meeting input, local observations, proposed concerns, campaign materials, contacts and possible commercial leads.
• PHC Consultant Team - providing project-health structuring, CLAMPED extraction, narrative generation, report preparation, proposal development and light coordination support.
• Legal, Scientific and Technical Volunteers - contributing subject matter input where available, while retaining responsibility for their own professional work.
• Donors and Supporters - potentially funding PHC humanitarian-rate support through transparent group donations or earmarked sponsorship.
• Potential Commercial Adopters - organisations introduced through the group network that may need PHC Service at full rate for their own projects.

The expected outcomes of applying PHC Service to the Geo-engineering and Public Trust project include:

• Clearer project framing so readers can understand the purpose without needing to attend every meeting or absorb scattered background material.
