Project: Bunyole Institute – Model School Assurance

Proposal for PHC Service

This project will implement the full PHC Service at Bunyole Institute in Masisi, DR Congo. School leadership, teachers, parents and pupils will be invited to participate through appropriate channels, contributing concerns, questions, evidence and suggestions. The implementation will demonstrate how a school can maintain a transparent, continuously updated record of its needs, decisions, actions, funding and results.

📄 The Story of PHC

[+] PHC Proposal

Support six months of PHC Service at Bunyole Institute to turn school needs into practical action and a clear case for further investment. The programme connects local priorities, responsibilities, spending and evidence, giving the school and its sponsors a shared view of progress.

PHC manages the delivery schedule, concerns, actions, locations, people and deliverables, supported by activity records and a financial ledger. Monthly reviews guide delivery; the month-three review defines the next funding requirement and the decision to proceed, revise or pause.

[+] Project Summary

Bunyole Institute provides education in poor facilities. The project establishes a school baseline, identifies urgent priorities and develops a practical route to better learning conditions. Assess pupil and teaching needs, the site, land status, existing buildings, available resources and running costs before selecting a development approach.

Compare repair, replacement and phased construction, including low-cost and 3D-printed options alongside conventional methods. Select against local feasibility, lifetime cost and teaching continuity. Complete the pilot with evidence of authorised actions, a next-stage recommendation and an assurance template that other schools can adapt.

[+] Involved Parties

  • Bunyole Institute leadership: leads school priorities, authorises local decisions and maintains teaching continuity.
  • Blaise Rushikama, project lead: coordinates local engagement, school liaison and access to information.
  • Pupils, families and staff: shape priorities, provide feedback and raise concerns.
  • Order Efficiency and the PHC team: provide implementation support, practical tools, coordination and reporting. David Winter leads PHC strategy; Abubakr Harakat supports analysis.
  • Local participants and trainees: maintain agreed records and carry out assigned actions. Finalise names, responsibilities and hours in the staffing schedule.
  • Technical advisers and relevant authorities: support site assessment, design, permissions and supervision through separately scoped work.
  • Sponsors: fund agreed activities and review progress, spending and next-stage decisions.

[+] Operational Strategy & Project Phases

Operational Strategy

Deliver one six-month programme through three linked phases. The seven-day readiness review sits within month one; setup occupies months two and three; continuation covers months four to six. Renewal is a separate decision at the end of the initial term.

  • Month one — readiness: conduct the seven-day review, establish decision responsibilities and identify the baseline work and immediate concerns.
  • Months two to three — setup: complete the baseline, deploy PHC records and reporting, develop improvement options and hold the month-three funding review.
  • Months four to six — continuation: progress authorised actions, maintain monthly reporting and produce the final evidence and learning pack.

Review priorities, costs, risks and workload monthly. Make further capital commitments through a separate, costed school development plan.

Phase 1: 7-Day Review

Timeline: a focused seven-day review scheduled within month one.

Focus: establish readiness, local ownership and the route into delivery.

  • Brief school leadership, the project lead and delivery participants on the programme.
  • Use the PHC review framework to identify concerns, responsibilities, dependencies and initial deliverables.
  • Gather available school, site and financial information and define the remaining baseline work.
  • Identify urgent concerns and assign immediate responses and escalation routes.
  • Produce a go/no-go advisory report, initial risk register and prioritised setup plan. Record the sponsor and school decision before moving into setup.

Phase 2: Setup Phase

Timeline: months two and three.

Focus: establish the school baseline and put the assurance process into regular use.

  • Confirm pupil numbers, teaching needs, facilities, land status, staffing, assets and school finances.
  • Assign local responsibilities, trainee roles, access permissions and funded hour allocations.
  • Deploy PHC Portal access, Timechunk activity recording, action and risk records, and the project ledger.
  • Train participants in the records and reporting they will maintain, with practical offline arrangements where needed.
  • Obtain appropriate technical advice and indicative local estimates for shortlisted school improvement options.
  • Produce monthly reports and a month-three decision pack covering scope, costs, funding gaps, delivery capacity and the next-stage recommendation.

Phase 3: Continuation Phase

Timeline: months four to six; renewal follows a separate review and agreement.

Focus: sustain accountable delivery, progress agreed improvements and document the model.

  • Carry out actions authorised at the month-three review within available funding.
  • Maintain activity, spending, evidence and risk records, with monthly school and sponsor reviews.
  • Support local participants and refine tools and working practices against delivery experience.
  • Track school indicators and completed actions against the setup baseline, separating service outputs from longer-term educational outcomes.
  • At month six, produce the final evidence and learning pack, next-stage investment recommendation and reusable school assurance template.

[+] Expected Outcomes

  • School baseline: a clear account of pupils, teaching needs, facilities, site constraints, people, resources and operating costs.
  • Working Community Assurance: named responsibilities, usable records, traceable spending and six monthly progress summaries, starting with the readiness findings.
  • Month-three investment decision: assessed options, indicative local costs, funding gaps and a recorded recommendation to proceed, revise or pause.
  • Practical progress: completed, evidenced priority actions within authorised scope and funding.
  • Local capability: participants able to maintain core records, coordinate actions and contribute to reporting.
  • Transferable model: a six-month evidence and learning pack covering results, unresolved issues and guidance for existing schools and new builds.

Set indicator baselines, targets and responsible owners during setup. Track reporting timeliness, action completion, spending evidence, attendance, teaching continuity and feedback. School construction is a separate investment decision.
