Intergenerational Living Development
Intergenerational Living Development is a PHC-serviced project to investigate, develop and demonstrate a repeatable model for high-quality, affordable intergenerational housing. The concept begins with the possibility of two or more related households living within a deliberately designed residential environment that provides both genuine independence and selected shared facilities. An initial architectural concept uses an H-shaped arrangement, with separate residential wings for different generations connected by shared living space and opening towards common outdoor facilities. This is an initial design hypothesis rather than a prescribed solution. The wider project will examine how architecture, land use, shared infrastructure, financing, ownership, legal structures and community arrangements could combine to provide younger households with secure and attractive homes while enabling older generations to contribute capital and remain independent, involved and supported. The intention is to develop more than a single family home. The project will investigate whether the principles can be turned into a repeatable development model capable of supporting individual family projects, multi-family communities and larger developments in the UK and internationally. PHC Service will maintain the project evidence base, Concerns, Actions, decisions, specialist inputs, lessons learned and readiness information. Architects, planners, lawyers, financial advisers, developers, engineers and other disciplines will remain independent specialist services contributing to the project as required.

Progress

Project 519 is at early concept and framing stage. The core intergenerational living idea has been defined at a high level, and the PHC question set, strategic plan, manifesto, business case, 90-day plan and proposal have been populated with initial Project 519 content. The current progress is therefore strongest in project framing and weakest in confirmed delivery evidence.

No site, sponsor approval, budget, tenure model, planning route or operating model has yet been established. The immediate positive movement is that the project now has a clearer evidence structure for feasibility rather than relying only on concept discussion.

Barriers

  • Governance not yet established: accountable sponsor, decision rights and escalation route still need confirmation.
  • No confirmed site or planning position: planning feasibility cannot be properly assessed until location or site assumptions are defined.
  • Financial immaturity: there is no approved budget, cost estimate, funding route or affordability model.
  • Legal and tenure uncertainty: ownership, rental, lease, family-equity or partnership options have not yet been reviewed.
  • Operating model unresolved: long-term maintenance, resident eligibility, shared-space rules and management responsibilities are not yet established.

Further Work

  • Confirm accountable sponsor or interim decision owner for the feasibility phase.
  • Create and maintain a decision log, action log, assumptions log, risk register and evidence register.
  • Define intended beneficiaries and measurable affordability assumptions.
  • Test the current design concept against alternative layouts and levels of shared space.
  • Obtain early planning, legal, finance, cost and operating-model advice.
  • Map stakeholders and begin structured evidence-gathering with prospective residents, family participants and relevant local authority contacts.
  • Prepare a Day 90 decision pack recommending proceed, pause, redesign, extend feasibility or stop.
