NCDMB e-Library Development

The NCDMB e-Library Development project concerns the proposed development of a modern library, e-Library, digital repository and associated physical and information infrastructure for the Nigerian Content Development and Monitoring Board (NCDMB).

The project is currently in an early project-definition and scope-development stage. Existing work includes concept development, project registers, preliminary scope information, cost information, assumptions, risks, resource information and schedule development. The current intention is to develop the project sufficiently for management consideration and inclusion in the 2027 budget cycle, after which specialist consultancy and implementation arrangements may be established.

The emerging scope is wider than an online library alone. It may include physical library and archival facilities, ICT and network infrastructure, a library management system and digital repository, digitisation and metadata management, cybersecurity and data protection, collections and content management, training, commissioning and post-launch support.

PHC Service is being introduced initially as governance support to Michael Oluseyi, who is providing project-development consultancy input to NCDMB. PHC does not act as architect, construction contractor, financier or specialist library designer. Its role is to provide a continuously maintained project-health governance structure through which project definition, deliverables, concerns, actions, evidence, decisions and interfaces can be made visible and progressively strengthened.

The project is established as a separate PHC Project and given an initial project definition covering the proposed NCDMB e-Library, digital repository and associated physical and information infrastructure.

The first-stage setup has clarified that PHC is not being positioned as the architect, construction contractor, financier or specialist library designer. PHC is being introduced as project-health governance support to Michael's consultancy work, providing a continuously maintained structure for project definition, deliverables, concerns, actions, evidence, decisions and interfaces.

An initial Project Plate, project information record, public project summary and project image have been established. The preliminary Work Breakdown Structure previously supplied by Michael provides an initial basis for defining project deliverables, but the fuller NCDMB project information has not yet been incorporated.

Barriers

The project is still at an early definition stage and significant information remains outside PHC. NCDMB holds more complete project registers covering scope, cost, risks, assumptions, resources and other project information, but these have not yet been made available to PHC.

The basis on which confidential NCDMB information may be shared and used within PHC needs to be confirmed before substantive project records are imported. The project is also still progressing towards management consideration and the 2027 budget cycle, so funding, procurement strategy, specialist appointments and final implementation arrangements are not yet established.

Further Work

The next stage is to obtain and review the available project-definition material that Michael is authorised to share, beginning with document titles and then progressing to the relevant project registers and supporting information.

The preliminary WBS should be converted into an initial Deliverables structure within PHC and reviewed against the fuller project scope. A first Concern profile should then be developed, with particular attention to project definition, funding readiness, scope maturity, specialist capability, procurement route, project interfaces and information gaps.

The PHC Service Proposal should be established for Michael's use of PHC as governance support to his consultancy work, including the initial introductory charging basis and the projected PHC Service cost over the first six months.

3. Funding and budget timing: The project is being developed for possible inclusion in the 2027 budget cycle and therefore depends on successful management approval and budget allocation.

4. Specialist capability: Delivery will require appropriately qualified library, ICT, architectural, engineering, construction and other specialist resources that have not yet been appointed.

5. Role and confidentiality boundaries: Michael's consultancy role, PHC's supporting role and the authority to share and process internal NCDMB project information must remain clearly defined.
