Project: Bunyole Institute – Model School Assurance

PHC Status Report
Bunyole Institute – Model School Assurance
This project will implement the full PHC Service at Bunyole Institute in Masisi, DR Congo. School leadership, teachers, parents and pupils will be invited to participate through appropriate channels, contributing concerns, questions, evidence and suggestions. The implementation will demonstrate how a school can maintain a transparent, continuously updated record of its needs, decisions, actions, funding and results.
📩 Evidence

Progress

The project now has a draft planning pack covering Framing Questions, the Strategic Plan, Manifesto, Business Case, PHC Proposal and 90-Day Plan. The completed proposal narrative has been imported successfully. The documents establish a six-month PHC programme, a month-three funding review and a route to a reusable school assurance model.

A prime Concern has been framed around safe continuity of learning during school redevelopment. The next step is to move from document preparation into local readiness checks, baseline gathering and agreed delivery responsibilities.

Barriers

The immediate constraint is the school and site information needed to turn the plan into a costed delivery programme. Establish pupil numbers, teaching requirements, building condition, land status, local capacity and school finances. Finalise the PHC scope, fee and funding arrangements alongside this work.

School improvement also depends on technical advice, suitable delivery partners and capital funding. Keep urgent protective measures moving alongside the longer-term building and funding process.

Further Work

  • Agree the PHC delivery scope, financial model, payment terms and programme start.
  • Complete the seven-day readiness review and record the decision to proceed, revise or pause.
  • Work with Blaise and school leadership to establish the school baseline, site information, local responsibilities and community priorities.
  • Develop the prime Concern into assigned actions, assessment requirements and evidence of risk control.
  • Obtain technical advice and local estimates, comparing practical improvement and phased construction options.
  • Put the PHC Lists, activity records, ledger and monthly reporting into regular use.
  • Prepare the month-three decision pack covering the school brief, options, costs, funding gaps and continuation plan.

[+] Project Summary

Bunyole Institute – Model School Assurance applies PHC Service to a school operating in poor facilities in Congo. The project combines better learning conditions with local leadership, accountable spending and evidence-based investment decisions.

The initial six-month programme establishes the baseline, organises delivery and prepares a phased improvement route. A month-three review defines the next funding requirement. The wider aim is a practical Community Assurance template for existing schools and new school projects.

[+] Top Risks (0)

No top risks defined in concerns list.

  • Safe continuity of learning: poor facilities and a poorly managed transition can expose pupils and staff to harm or interrupt teaching. Establish immediate priorities through local inspection and appropriate technical advice, with clear owners and safe teaching arrangements.
  • Site and building decisions: unclear land rights, permissions or school requirements can lead to an unsuitable development plan. Establish the site position and educational brief before capital commitment.
  • Funding and sustainability: delayed funding or an incomplete view of running costs can stall improvements. Separate PHC, school operations and capital budgets, and include maintenance and staffing in investment decisions.
  • Local delivery capacity: unclear responsibilities or excessive demands on teaching staff can weaken implementation. Assign realistic duties, practical support and cover for key roles.
  • Evidence and cost control: incomplete records can undermine decisions and sponsor confidence. Maintain linked action, spending and evidence records and review exceptions monthly.
