PHC SERVICE PROPOSAL

Project: Bunyole Institute – Model School Assurance

Starter Pack (6 months) for Humanitarian Project

Dear Sir or Madam,

We are seeking Β£10,000 in proposed sponsorship for six months of PHC Service at Bunyole Institute in Congo. The aim is to establish a practical model of Community Assurance: agreed priorities, accountable spending and clear evidence of progress, with lessons that can be adapted to existing schools and new school projects.

The project lead reports that the school is operating in poor conditions. Its pupil numbers, classroom requirements, site layout and land status still need verification. The proposed service would help establish these facts and assess building options, including phased development where safe and feasible.

Sponsors would receive monthly reports and a target review around month three to assess the next funding requirement, subject to sufficient information. The Β£10,000 proposal is subject to an agreed scope and terms; school construction would need separate funding. Would you be willing to discuss supporting this initial phase?

Project focus (the local delivery need)

The project focuses on urgent, practical needs that protect health and dignity, including:

What we are asking you to sponsor (the governance-first solution)

We are seeking sponsorship for a 6-month PHC Starter Pack, delivered by Order Efficiency Ltd at a humanitarian rate (PHC consultancy delivered at 10% of standard commercial cost). Total required funding is approximately Β£10,000. Proposed funding for six months of PHC Service, covering consultant delivery, agreed reporting and an options review. The amount is carried forward from the starter pack and remains subject to an agreed scope, allowances and payment terms. School construction is a separate prospective funding requirement; no construction budget is confirmed. [note - it won't be anywhere near 10k for the PHC part, but the project cost is likely to substantial, to be determined during early weeks].

The Starter Pack prevents the project being forced into slow, phone-based administrative burden and retroactive reporting. It provides reliable remote structure and support from an office-based delivery team.

In short: delivery stays the focus, while governance, tracking, reporting and stakeholder confidence are built in from day one.

What the sponsor receives

By sponsoring this Starter Pack, you receive:

  • Monthly reports linking agreed activities, recorded spending and available evidence
  • A clearer basis for school improvement and rebuilding decisions
  • Early visibility of gaps, risks and reasons to pause or change direction
  • A target review around month three to assess further funding needs, subject to sufficient information
  • A documented pilot to inform future school assurance projects

How the 6 months is structured (stage-gated on purpose)

Stage 1 β€” 7-Day Review (Go / No-Go): rapid viability + governance check producing an evidence-led snapshot (critical concerns, immediate actions, baseline plan, reporting format).
Stage 2 β€” Setup Phase (first ~2 months): implement PHC data structures and operating rhythm.
Stage 3 β€” Continuation Phase (renewable 3-month periods): day-to-day PHC Service work keeping SCALPED lists current, linking evidence, and providing reporting.

Why the Review exists (two reasons): (1) to enable fail-fast β€” if the project is going to fail, it should fail early, visibly and cheaply, preventing wasted funding; and (2) to provide stakeholders practical by-example assurance that PHC will be beneficial in ways that are often new to teams.

Sponsorship Options (staged risk, fund in slices)

Support can be provided as monthly tranches or stage funding aligned to outputs and reporting (whichever you prefer).

Option A β€” Fund an initial readiness review

Purpose: test whether the project is ready to proceed; seven days is a proposed review period, subject to access and information availability

You receive: a go/no-go recommendation, initial evidence gaps and risk register, and a proposed work plan and budget; scope and price to be agreed

Option B β€” Fund the first two months

Purpose: establish responsibilities, baseline information, spending records and a practical reporting routine

You receive: a baseline summary, agreed priorities, and two monthly reports showing progress, recorded spending and unresolved issues; scope and price to be agreed

Option C β€” Fund the proposed six-month Starter Pack

Purpose: run the assurance pilot and develop an evidence-based proposal for the school's next stage

You receive: six monthly reports, a target funding-options review around month three, and a final evidence and learning pack with recommendations; dependent on agreed scope and access to information

(Any of these options can be funded as a standalone decision, or combined as a phased pathway.)

What the Starter Pack includes

Likely questions (answered upfront)

[+] β€œWhy fund PHC Service at this stage?”

The school's needs, site constraints and building options need to be established before a larger funding commitment. PHC Service is intended to organise that work, make spending visible and give sponsors evidence for their decisions.

[+] β€œWhat does the proposed Β£10,000 cover?”

The proposed six-month PHC Service package, with consultant inputs, reporting and any allowances agreed in writing. The detailed budget and payment terms still need confirmation. School construction would require a separate funding proposal.

[+] β€œWhen will the school building costs be known?”

We aim to present a clearer scope, options and indicative costs around month three, if sufficient site information and local estimates are available. Around 100 pupils and six classrooms are initial planning assumptions, not verified requirements. Any further funding request will depend on the findings.

[+] β€œWhat happens if the proposed approach is not viable?”

The proposed monthly reviews would allow sponsors and the project team to agree whether to continue, change priorities or stop. Evidence gaps, spending and lessons would be recorded. Review responsibilities and any funding-release or termination terms must be agreed before work starts.

Next step

If you are open to a short call, we would welcome 15–20 minutes to confirm:

  1. stage-gated vs full starter pack preference
  2. reporting cadence/format you prefer
  3. any restrictions you’d like applied (ring-fencing, branding, geography, safeguarding, governance interfaces, etc.)

Thank you for considering an approach that makes delivery credible, accountable, and reviewable β€” while keeping the delivery team focused on outcomes.
