Concern #430 - Absence of Protective Pathways for Married Women Facing Domestic Torture

Description:
Women facing abuse within marriage often lack safe, anonymous ways to report or escape. In Uganda, even with relevant laws in place, systems for support, protection, and reintegration are severely lacking or inaccessible to most victims.

Desired Outcome:
Establishment of secure, trusted channels for reporting marital abuse; funding for shelters and legal aid; increased visibility of abuse data to drive protective legislation.

What Could Go Wrong:
Women remain trapped in abusive marriages with no route to safety; distrust in institutions grows; cycle of abuse deepens.

Current Situation:
Many women feel unsafe to report abuse, fearing retaliation or being ignored. Legal protections exist on paper but are rarely enforced.

Action Strategy:
Raise the issue via PHC Port and Open Concerns tool; seek partnerships with women’s organisations; track response quality across cases.
