Concern #428 - Invisibility of Marriage-Based Gender Violence in National Reporting Systems

Description:
Incidents of gender-based violence within marriage in Uganda often go unreported and untracked, despite legal structures in place. Cultural normalization of suffering, fear of stigma, and ineffective reporting mechanisms contribute to this invisibility, especially where dowry has been paid.

Desired Outcome:
Establishment of specific, anonymized reporting and tracking systems for marriage-based abuse, with active involvement from the Ministry of Gender and justice stakeholders.

What Could Go Wrong:
The issue remains invisible in national data; victims continue to suffer or die unnoticed; reforms are stalled due to lack of documented cases.

Current Situation:
Victims in Uganda and elsewhere report being treated as slaves within marriage, especially where dowry is paid. Many die unknowingly due to abuse not being documented or addressed.

Action Strategy:
PHC Service to log and track such reports via Open Concerns; initiate dialogue with relevant ministries; propose partnerships with local advocates and international agencies to validate and amplify data.
