Concern #429 - Cultural Dowry Practices as a Gateway to Domestic Servitude and Abuse

Description:
The payment of dowry in Uganda and similar contexts is often interpreted as a transfer of ownership, leading to systemic mistreatment of women within marriage. Once dowry is paid, women are expected to endure all conditions, including torture, with little recourse or community support.

Desired Outcome:
National and community education campaigns to challenge harmful interpretations of dowry; policy guidance from the Ministry of Gender to protect women’s rights regardless of marital status.

What Could Go Wrong:
Dowry continues to legitimize servitude; younger generations inherit the same abusive norms; attempts at reform are resisted by elders.

Current Situation:
Survivors describe being enslaved within marriage, especially once dowry is paid. Community pressure suppresses dissent or escape.

Action Strategy:
Leverage PHC Service and Open Concerns tool to document and expose lived experiences; work with local activists to reframe dowry narratives.
