What Could Go Wrong:
If these issues remain poorly defined, policy discussion may become polarised, enforcement may be inconsistent, welfare may be mischaracterised, and practical solutions may be replaced by rhetoric.
Current Situation:
The issues of subsistence support, work incentives, education, immigration control and public safety are frequently discussed together but are not consistently separated into clear policy components for analysis and action.
Action Strategy:
Separate the issue into defined components: basic needs provision, welfare purpose, education access, contribution expectations, immigration compliance and sanctions for serious offences. Assess each component using evidence, defined responsibilities and measurable actions.
